Marine Corps Retirement Checklist: FMCR and the 14-Month Window

Enlisted Marines transfer to the FMCR — they don't retire

At 20 years of active service an enlisted Marine transfers to the Fleet Marine Corps Reserve and draws retainer pay. This isn't jargon the Corps invented — 10 U.S.C. §8330 literally names the FMCR. You move to the Retired List, and retainer pay becomes retired pay, only when active plus FMCR service totals 30 years.

Officers retire outright at 20 under 10 U.S.C. §8323 and go straight to the Retired List.

The dollars are the same either way — retainer pay uses the ordinary 2.5%-per-year (2.0% under BRS) × High-3 formula. What differs is the paperwork vocabulary, and that you remain in an FMCR status subject to recall through those middle ten years.

The 14-and-4 window — and MCTFS rejects requests outside it

This is the hardest edge in the Marine timeline, because it's enforced by software rather than by a person who might make an exception. MARCORSEPMAN para 2004:

Requests go through the MCTFS PRIUM unit-diary system to CMC (MMSR-2), and officers must sign a copy of Appendix J as part of the package. Enlisted FMCR transfer requests take the same MCTFS route to MMSR-2.

Practical read: the sweet spot is roughly 12–13 months out. Early enough that you're inside the window with margin, late enough that MCTFS accepts it — and it lines up naturally with the 365-day TRP Initial Counseling wall.

Grade determination: CMC for enlisted, SECNAV for officers

You're entitled to retired pay at the rate of the highest grade satisfactorily held — and the Corps splits who decides. MARCORSEPMAN para 1402.d puts the authority with the CMC for enlisted grades and the Secretary of the Navy for officer grades.

"Satisfactorily" is a determination, not an assumption. A recent promotion or adverse information can produce a lower retired grade than the one on your collar. Officers can also request retirement in the next lower grade or a time-in-grade waiver — but under High-3 you generally want 36 months in your final grade to realize its full financial benefit, so a waiver is a real trade, not a formality.

TRP — the Transition Readiness Program through MCCS

Retiring with 20+ years of qualifying service exempts you from the DOL Employment Fundamentals workshop (DoDI 1332.35 §10.a). And Marine For Life continues after you transition — it's the one branch network that formally follows you out the gate.

SkillBridge

  • Initial Counseling first, application second. You cannot apply until IC is complete.
  • The 180-day box: SkillBridge and all associated leave cannot start more than 180 days before your separation date (DoDI 1322.29). SkillBridge, PTDY, and terminal leave all share that space.
  • Not an entitlement. Your CO can deny or modify it for mission reasons. Full pay and benefits continue; the provider may not compensate you.

Medical: the Navy PEB adjudicates Marine cases

Marines are Department of the Navy, so the disability system is the DON DES under SECNAVINST 1850.4F — the same MEB, the same Navy PEB, the same PEBLO as a Sailor. If you're searching for "Marine Corps PEB," the answer is the Navy's.

  • Schedule the SHPE / Separation Health Assessment early — it feeds both your clearance and your VA claim.
  • The VA BDD window runs 180 to 90 days before your date. File early in it; under 90 days you file a standard claim instead.
  • In IDES, one set of VA C&P exams drives both the fitness finding and your VA rating. An "unfit" finding at ≥30% (or 20+ years) is medical retirement; below 30% and under 20 years is medical separation with severance. Detail in our medical separation vs. retirement guide.

Leave, orders, and IPAC outprocessing

  • Your IPAC produces the DD-214 — the Installation Personnel Administration Center builds it from the DD Form 214WS worksheet in MCTFS (MARCORSEPMAN Ch 5). Verify every block before signing: dates, awards, and the SPD/separation code drive your VA and future benefits.
  • Don't depart on terminal leave until orders are issued. Fiscal rules generally hold retirement/transfer orders to no earlier than 6 months prior. Approved leave and PTDY do not move the actual date.
  • Fiscal-year cap: leave accrues at 2.5 days/month; days over the 60-day carry-over are forfeited at FY end absent special leave accrual.
  • Terminal leave vs. sell-back: sold leave is base pay only, taxable, 60-day career cap; terminal leave keeps allowances running. Math in our terminal leave guide.
  • SBP election is due by your date and effectively permanent (10 U.S.C. §1448). Run the break-even before outprocessing week.
  • CMC (MMSR) transmits your statement of service to DFAS 60–90 days out — that's the trigger to confirm your retainer/retired pay computation, not to discover an error in.
