Enlisted Sailors don't "retire" at 20 — they transfer to the Fleet Reserve
This is the distinction that makes every generic military retirement article slightly wrong for you. At 20 years of active service an enlisted Sailor transfers to the Fleet Reserve and draws retainer pay under 10 U.S.C. §8330 — not "retired pay." Only when active plus Fleet Reserve service totals 30 years do you move to the Retired List, at which point the same monthly amount is simply relabeled retired pay.
Officers are different: they retire outright under 10 U.S.C. §8323 and go straight to the Retired List.
Practically, the money math is identical — retainer pay uses the same 2.5%-per-year (2.0% under BRS) × High-3 formula. What changes is the vocabulary on every form you touch, the office that handles you (PERS-836 vs. PERS-835), and the fact that you remain in a Fleet Reserve status subject to recall for those middle ten years.
The submission windows — narrower than you'd guess, and different by status
Both requests go through the NSIPS Retirements & Separations (RnS) self-service module, but the timing rules diverge:

Note the asymmetry: a chief can start the paperwork two years out, while an officer who files 13 months out is too early. MILPERSMAN 1810-020 puts it plainly — retirement requests are submitted no more than 12 months prior to the requested date.
There's also a time-in-grade gate for senior enlisted: E-7 through E-9 generally need 2 years time-in-grade before a Fleet Reserve transfer. COMNAVPERSCOM can waive it, but not below 6 months.
The PRD conflict — the Navy-specific trap
Your requested date should not exceed your Projected Rotation Date. If the retirement date you want falls past your PRD, you need a PRD adjustment through PERS-4, and that request runs 12–24 months out. Discovering this at the nine-month mark is how Sailors end up taking a date they didn't want.

Grade determination: the grade you retire in isn't automatic
Under 10 U.S.C. §1370 you retire in the highest grade in which you served satisfactorily — and "satisfactorily" is a determination, not a presumption. For officers it's a SECNAV authority; a recent promotion or adverse information in your record can result in a lower retired grade.
Officers should also weigh the time-in-grade math: under High-3 you generally want 36 months in your final grade to realize its full financial benefit. MILPERSMAN 1810-020's request format lets you ask for a time-in-grade waiver or to retire in the next lower grade — but a waiver means you accept the reduced benefit. Raise any grade question with PERS early; unresolved ones hold up the whole package.
Navy TAP — run through your CCC and the FFSC
The Navy delivers the DoD transition program (DoDI 1332.35) through your Command Career Counselor and the Fleet & Family Support Center:

Retiring with 20+ years of qualifying service exempts you from the DOL Employment Fundamentals workshop (DoDI 1332.35 §10.a). You can still attend — it's just one less day to schedule.
SkillBridge — CO approval, and the 180-day box
- Initial Counseling must be complete before you apply. Sequence it: IC, then the SkillBridge package.
- Approval runs through your commanding officer. Confirm who actually signs in your chain before you build a plan around it.
- Everything fits inside the final 180 days. SkillBridge, relocation PTDY, and terminal leave combined cannot start more than 180 days before your separation date (DoDI 1322.29). Count back 180 days and treat that as a wall.
- It's not an entitlement. Your CO can deny, shorten, or trade SkillBridge days against terminal leave for mission reasons. You keep full pay and benefits, and the provider may not pay you anything.
SHPE and the VA claim
- Schedule the Separation History and Physical Exam early. It documents your conditions at separation and feeds your VA claim — the MTF scheduling backlog is often the real deadline, not the policy one.
- The VA BDD window runs 180 to 90 days before your date. File early in it so the rating process runs while you're still on active duty. Under 90 days out you file a standard claim instead.
- You can run the exam through the VA as a BDD exam (one exam, both purposes) or through the MTF. If the VA route's results don't reach DoD in time, the clinic has to redo it — don't bank solely on that path if your timeline is tight.
Leave, orders, and PSD outprocessing
- Don't start terminal leave until your orders are physically issued. Fiscal rules hold orders to no earlier than 6 months prior (CONUS) or 9 months prior (OCONUS) — an "approved" date is not issued orders. MILPERSMAN is explicit that approved leave and permissive TDY do not change the actual retirement date.
- Fiscal-year cap: leave accrues at 2.5 days/month and days over the 60-day carry-over are forfeited at FY end absent special leave accrual.
- Terminal leave vs. sell-back: sold leave pays base pay only, is taxable, and carries a 60-day career cap; terminal leave keeps pay and allowances running. - Your PSD produces your DD-214 via the NSIPS R&S module (BUPERSINST 1900.8E). You'll get an NSIPS notification to review it — verify every block before signing: service dates, awards, and the SPD/separation code drive your VA and future benefits.
- SBP election is due by your date and is effectively permanent (10 U.S.C. §1448). Run the break-even before outprocessing week, not during it.
- Overseas: HHG pickup and POV shipment book weeks out, and Sailors serving OCONUS can be separated up to 30 days before EAOS to cover travel home.
