Coast Guard Retirement Checklist: No Fleet Reserve, and a 90-Day Pay Deadline

Two things make the Coast Guard genuinely different

Most transition content is written for DoD and quietly assumes you're in it. You're in DHS. Two consequences matter more than all the others:

  • There is no Fleet Reserve. Unlike the Navy and Marine Corps, Coast Guard members do not transfer to a reserve status and draw "retainer pay" for ten years. You retire directly to the Retired List at 20 years of active service (COMDTINST 1000.4C Ch 3; 14 U.S.C. Subtitle II). If an article tells you about retainer pay until 30 years, it isn't about you.
  • Your disability system is the Coast Guard's own. Not SECNAVINST 1850.4F, not the Navy PEB — the CG Physical Disability Evaluation System under COMDTINST M1850.2D, with its own Informal and Formal PEBs and its own "Fit For Duty" / "Not Fit For Duty" language. This is the single most common miscitation in Coast Guard transition advice.

A third, smaller one that bites schedules: non-disability retirements are effective the first day of a calendar month (5 U.S.C. §8301). You typically detach on the last day of the preceding month. Your "retirement date" and your "last day in uniform" are two different dates — plan terminal leave against the right one.

The request window and who cuts your orders

Confirm the exact current window with your servicing SPO rather than assuming — and note that the TAP Initial Counseling deadline at 365 days is earlier than the officer window opens at 12 months. Counseling starts before the application does.

The DD 2656 deadline — 90 days, and it carries your SBP election

Retired pay doesn't start because you retired; it starts because you applied. Submit DD Form 2656 (Data for Payment of Retired Personnel) to PPC-RAS at least 90 days before your retirement date.

That form also carries your Survivor Benefit Plan election, which is a permanent decision made at retirement (10 U.S.C. Ch 73). So the Coast Guard's SBP decision effectively lands 90 days out, not 30 — a full two months earlier than the other services' typical rhythm. If you're going to run the numbers, run them at the six-month mark.

Retiring with 20+ years of qualifying service exempts you from the DOL Employment Fundamentals workshop (DoDI 1332.35 §10.a).

One Coast Guard-specific opportunity worth taking: members with 18 or more years of creditable service — and spouses — are encouraged to attend a pre-retirement seminar, hosted at least annually by districts and commands (COMDTINST 1000.4C Ch 3.B.1). Two years before you're eligible is the right time to be in that room.

Administrative absence: 20 days INCONUS, 30 OCONUS

The Coast Guard states its permissive-absence allowance in days, which is more useful than most branches' phrasing. In connection with retirement, administrative absence ("permissive temporary duty") is authorized up to 20 days INCONUS and up to 30 days OCONUS (COMDTINST 1000.4C Ch 3.A.6). Pre-separation relocation and house-hunting are authorized uses, and it does not charge your leave balance.

  • Leave accrues at 2.5 days/month and keeps accruing during administrative absence and SkillBridge; the 60-day carry-over cap applies at fiscal-year end.
  • Terminal (transition) leave is chargeable leave whose last day is your last day of active duty. See the sell-back math before you decide how much to burn.
  • You remain assigned to your unit during terminal leave and administrative absence — those dates don't curtail your tour.

If you're going through the CG PDES

  • A medical board establishes the conditions; the Informal PEB then determines fitness — "Fit For Duty" or "Not Fit For Duty" — with a Formal PEB available on request. Referral to the IPEB is made by Commander (CGPC-adm).
  • The Coast Guard does participate in IDES with the VA: one set of VA exams drives both the fitness finding and your VA rating, with a disposition goal around 180 days from referral.
  • Outcome follows the same federal thresholds as everyone else — ≥30% (or 20+ years) is medical retirement; below 30% and under 20 years is medical separation with severance (10 U.S.C. §1201 / §1203). Detail in our medical separation vs. retirement guide.
  • If you're placed on the TDRL, you're re-examined periodically and re-adjudicated (COMDTINST M1850.2D Ch 8).

Outprocessing and the VA claim

  • Your DD-214 is generated from Direct Access / CGMHRR (COMDTINST 1900.4F), through your servicing SPO / Personnel Service Center. Verify every block before signing — dates, awards, separation code.
  • Schedule the SHPE / Separation Health Assessment early; it feeds your VA claim as well as your clearance.
  • The VA BDD window runs 180 to 90 days before your date — file early in it. Our BDD timeline guide covers what to have ready before it opens.
  • Final move to your home of selection is a JTR entitlement; book HHG and POV shipment with the transportation office well inside the authorized window.
